Citra is a free, open source Nintendo 3DS emulator and debugger for Microsoft Windows, Linux, and Mac OS X. It can emulate many commercial software and homebrew applications. While this app can play certain games, a lot of them will not work, and you might experience a black screen, a crash or freeze. Please note that this software is still in experimental status and there are no stable versions provided, but the Citra team is working on it.
Note: Please do not attempt to download illegal copies of known commercial games. The Citra project recommends you to buy games from legit places and dumps them with a Nintendo 3DS. For more info, check out this section "Where can I download games to use with Citra?" on its official homepage.
Citra Emulator development started in 2014, and you can check its current status on the official repository here.
While you will be able to fully play certain games such as "The Legend of Zelda: Ocarina of Time and Animal Crossing.", there are still many games that will run slow or won't even start.

One thing is for sure: the latest releases are getting better and better, and while now, there are a lot of limitations, things might change as soon as a stable version is released. This page will also be updated when that happens and we plan to cover all the upcoming features.
